Fall House of Delegates meeting

The South Dakota Swimming House of
Delegates will meet at 12:00 noon CDT, Saturday, September 18, 2010
at the
AmericInn, 1981 E King St. in Chamberlain, SD.
The HOD meeting will be preceded by a
“town hall” type meeting at 11:00 a.m. for open discussion of agenda
items and brain-storming on important issues for SD Swimming.
SWIM CLUBS: Each club is
entitled to one voting delegate. Delegates must be Non-Athlete
members of USA Swimming. Other club members are welcomed to attend.

Bid Guidelines for Summer State Meet
Based on the current approved rotation
schedule Yankton was scheduled to host this summer's state
championship meet. SDSI, Inc has been informed that they are unable
to host this meet. Current policy states that the meet must go out
for bid to any eligible LSC member team. Any team that is
interested may submit a proposal to host the state meet this
summer. Below are the guidelines that need to be met for hosting
the summer state championship meet:
1. Any team that intends to submit a
proposal must e-mail Norm by April 10, 2010

2. Bid Proposals will be presented at
the meeting April 17, 2010 and include the following:
A. Letter stating the pool is
reserved from Noon Friday till late Sunday night and must state any

description)
C. Follow all SD-LSC guidelines
that pertain to championship meets. (Must be a combined meet for
summer)
D. Any other information that
pertains to hosting a championship meet.

Volunteer Sign-Up Sheet is posted

Not all teams are listed yet due to the unknown number of
participants from some of the smaller teams; however, we expect all
teams to volunteer their time and this sheet will be updated once
entries are received. There are some positions that do not
have specific teams assigned, such as Head Timer (needed for Friday
evening and Saturday/Sunday afternoons), Runner, Computer Table and
Backup Head Lane Timers (will line up the little kids before their
races), so if you have experience in these positions please
volunteer your time!
Please distribute this
information to your teams and encourage parents to sign up early.

meet; however, my hope is to have all positions filled prior to the

Rapid City Racers Head Coach Position
Available
The Rapid City Racers Swim Club, Inc.,
(RCR) is seeking a Head Coach for their 60+ member swimming
program. RCR is a year round competitive swim club with swimmers
that range in ability level from novice to junior national level.
It is a non-profit, independent organization governed by a parent
board of directors. RCR is a member of USA Swimming, Inc. and SD
Swimming, Inc.
Job Qualifications:
ASCA Level 2 or equivalent experience minimum requirement.
Preference will be given to ASCA Level 3 or equivalent and above
coaches. The candidate should be familiar with Hy-Tek Meet Manager
Software, Team Unify, and possess good computer skills. The
candidate will be responsible for following; (1) Manage daily swim
operations and administration, (2) Promote the importance of proper
technique, teamwork, and sportsmanship, (3) Oversee, assist and
develop coaches, (4) Develop and implement practice and meet
schedules, (5) Complete meet entries and make team travel plans, (6)
Communicate with swimmers, parents, and BOD members as necessary,
(7) Recruit and retain swimmers, including marketing and promotion
to the community, (8) Develop training programs for swimmers in the
Senior Group.
Ideal candidate will have 3-5 years of
on-deck coaching experience and have previously coached swimmers at
the Sectionals or Junior National level and above. Base salary
starting between $26,000-$30,000 including incentives based on team
growth.
Preferable Start Date: December 16,

with a national “A” time the LSC board has reviewed the policy
and amended the policy to allow the top 5
in the state regardless of the national “A” time. This
decision was made to field the best SD team and to provide
opportunities for SD Swimmers to compete beyond the state
level. The purpose of the LSC is to encourage participation and
grow the number of athletes participating in this great
sport. We want to encourage swimmers to compete at this level,
provide opportunities and to fill the allowable athlete entries
at the All Star meet.
The All Star Application
deadline has been extended to Dec. 30, 2009.
Due to the holidays and limited

Midwest All-Star Team Meet Entries
Congratulations to all SD All Star Qualifiers: See below
for links to individual and relay entries as well as the
warm up and picture schedules.
The Friday
warm up is a team practice time and we encourage all
athletes to be there if possible. This is an opportunity to
get into the pool prior to the meet on Saturday and Sunday.
Please wear
navy shorts and team t-shirt for the team picture. Swimmers
will receive their team t-shirt from the coaching staff when
they arrive at the pool on Friday.
Please

Rapid City Racers Assistant Coach Announcement
Due to
an increased volume of swimmers, we are currently looking for an
assistant coach for our age group and novice programs. The ideal
candidate would have experience with competitive swimming, coaching
and/or teaching swim lessons. Additionally, we are seeking
candidates who are current in their CPR and Lifeguard
certifications. If you are great with kids, have an intrinsic desire
to coach and have a passion for swimming then the Rapid City Racers
Swim Club would be a great place for you. We need to hire someone
very quickly to ensure the quality of our programming with our 12

The final SDSI competitive
meet schedule was posted two weeks ago. This schedule was
approved at the South Dakota Swimming, Inc. 2009 Fall Delegates
Meeting, and includes meets through the 2010-2011 winter
(short-course) season. Please note that there have been
several changes made to that schedule; coaches, swimmers and parents
should review these changes carefully when making plans for the
upcoming season.
For example,
Mitchell
Aquatic Club has added a meet in December to be hosted in Huron,
SD; hotel information for the combined East/West B/C Championships
has been posted; and Britton Swim Club has added a meet for next
summer. Also, Watertown does not have a
meet on October 24th; that meet will be held October 31st. The updated meet schedule can be viewed
here.

2009 Fall SD Swimming's
House of Delegates
This is the first of
several reminders that the Fall HoD meeting will be held Sunday,
September 20th from noon to 5:00pm at the
Cedar Shore Resort in Chamberlain. Check-in will be at
11:00am to ensure a timely start and finish. To ensure that we
maximize the time of all representatives from across the state, I
would like to request the following:
- If you are planning on
recommending any additions, deletions or changes to the
Policies and Procedures, please send them to all representatives
for review prior to the HoD meeting. All requests should
include a copy of the original policy followed by a copy of the
recommended changes.
- If you will be
presenting a report, please send them to
Norm Bouwens no later than
Wednesday, September 9th. Again, this will allow us to
distribute them for review prior to the HoD meeting and may reduce
the amount of time required to review them during the meeting.
- If you have any
questions, comments or concerns, please send them to me as soon as
possible so I can determine how they are best addressed at the HoD
meeting.

hotel has a room block reserved for TEAM SD ONLY! Meaning that
this block of rooms is set aside for the athletes, coaches and
chaperones that are participating in the TEAM TRIP to Grand Forks.

The Brookings Swim Club is looking for
additional coaching staff. The club seeks knowledgeable and
energetic applicants who have a passion for the sport of swimming
and enjoy working with children. Individuals should be organized and
dependable. This person would work under the supervision of a head
coach.
Duties will include coaching swimming
practices and dryland workouts for beginning to intermediate
swimmers. Assisting at swim meets (1-2 per month in June, July,
November, December, January, and February) and other duties as
assigned that accompany coaching (website, parent contact,
organizing team events etc).
A background
check and training to become a USA Swimming certificated coach
required.

The
South Dakota Swimming, Inc. House of Delegates will meet at 12:30
p.m. CDT, Sunday, April 19, 2009 at the AmericInn,
1981 E King St. in Chamberlain, SD. To insure a quick and
accurate roll call and proper seating of delegates, check in will
begin at 12:00 noon and name tags will be issued at the door.

The Scholastic All-America Team is
comprised of high school student-athletes who have a grade point
average of 3.50 or higher, and have achieved a specific time
standard in an individual event during the qualifying period. They
must have completed 10th, 11th, or 12th grade and be a USA Swimming
member athlete. Further requirements, information and deadlines are
detailed on the application
form.

Thanks to everyone who attended or
assisted in this year's South Dakota Short-Course State Swim
Championships. Meet results are posted here. The
Hytek results merge file is available now and can be downloaded here.
Snowfox Swim Team won the overall meet with a team score of 6,582. Second place went to Aberdeen Swim Club with
4,100 points and Mitchell finished third with 2,448 points. Rapid
City was the Team Percentage Award winner with 10.9.

Coaches - throughout the day, many
discussions have taken place regarding the weather situation to include a
conversation with a representative from USA Swimming. As a result of
these discussions, the meet will proceed as scheduled.
Obviously we ask that anyone choosing to travel to this meet
monitor road conditions closely and travel safely.
In the event that a
team or swimmer would miss their scheduled warm up, every accommodation
will be made to include them in a later warm up.

The 2008-2009 SD
Short-Course State Swim Championships will be hosted at Augustana
College's Elmen
Center in Sioux Falls February 27 - March 1. The

Please note that swimmers who will be participating in the 1650 should plan on being
at the pool by noon (Central time).
We
would appreciate it if
teams could submit entries for swimmers that have already qualified
for the state meet as soon as possible. By receiving these
entries earlier we will know approximately how many swimmers will be
attending; this will help in getting warm-up times sent and lanes
assigned. Coaches can then generate an additional file of
entries after the B/C
Championship meet with any changes and/or additions.
An
Awards Ceremony will be held at the end of each session for places 1
thru 8. That will be held in the East Gymnasium (also where
the camping area is located)

We will warm-up from 6:00-7:00pm on Friday evening. Our team
picture is scheduled at 8:40am Saturday morning, and warm-ups will
begin at 9:10 AM. Let's have the swimmers wear navy blue
shorts or pants if possible for the picture.
I will be in the lobby of the Aquatic Center before warm-ups Friday
evening to hand out the gear.

of submitting results:
The meet name must first state the
year 2008 (2009 as of January 1), followed by the LSC,
and finally
the name of the meet. This determines how swim meets appear
in the SWIMS database.

Process for Meet Results & Top-16
Posts & Request for Relay Records
Attention Meet Directors:
We're going to try a new process for
submitting meet results and Top-16 reports this season. This
method will eliminate the need for meet directors to submit two sets
of results; will ensure the results posted on the web site and for
Top-16 are synched; and should provide a more timely means of making
both results and Top-16 reports available to swimmers, fans and
coaches.
We are asking all clubs to follow the
steps listed below to ensure prompt posting of Top-16/records
results each week following swim meets:
1. Forward the Hytek results filed to Bob Moore (bobmoore@sio.midco.net)
in order for this
file to be posted on SD Swimming Website.
Important! - Please note that the Hytek
Meet Manager results file must be forwarded, not the
backup file.
2. Once posted on SD Swimming Site, Top
16/Records Chair (tina@abe.midco.net)
will
update records by accessing required files directly from the SD
Swimming website.
3. There is no need for the meet director or meet referee
to sign and mail a hard copy of
results file as long as it is posted to the website. If any
changes or corrections are needed
or should you have any questions with regards to results please
email tina@abe.midco.net.
Coaches (please note):
If any swimmers attend meets outside of
South Dakota, simply follow the same directions
(i.e., forward the Hytek results file to Bob Moore to be posted on
the SD Swimming site). These will also be included in the
Top-16 report as soon as they are posted.
Relay Records:
Our relay records are outdated.
In order to recreate records all coaches are being asked to complete
and submit a State
Relay Record Application for any relay records set/broken within
the past five years. Please mail, fax or email completed forms
as directed on the bottom of
the form itself.

1. Develop practice plans and coach

Wanted: Enthusiastic assistant coach
for the Black Hills Gold Swim Team!
The Black Hills Gold Swim Team located
in Spearfish South Dakota is a year-round, competitive swim team
with growing membership. We are a forward looking team with the
mission of promoting the sport of swimming and encouraging swimmers
to be the best that they can be. The team consists of swimmers age
6-19, with swimmers of all abilities. The team practices in a 25
meter, 6 lane facility located in the Donald E Young Center at Black
Hills State University.
Responsibilities will include on-deck
coaching, practice design, and stroke instruction. An
energetic parent run board of directors provides the primary
administrative responsibilities to allow the coach to focus on the

For those of you who don't read the
Mitchell newspaper, you should be aware that the state health
department detected a water quality issue as the result of a
regularly scheduled water test submitted to their lab last week.
Our Middle School was not notified of that test result until
Monday of this week. The School District has taken the
necessary steps to address the this issue, however, we are waiting
on follow-up test results to confirm that those steps have been
successful. Unfortunately, that confirmation won't be
available until sometime Friday afternoon. We are absolutely
planning to have the meet as scheduled; however we want everyone
to be aware of this situation in order to insure that teams
check their e-mail Friday for confirmation or notice in the event
of cancellation of the meet. if you have any questions,
please feel free to email me.

update on the Pierre
Swim Team Invitational scheduled for November 8-9 at the Pierre
Aquatics Center in Pierre:
"At
this point the Pierre meet is still on. After consulting with
the Meet Referee, due to the weather we’ve decided to postpone the
warm-ups and the start of the meet on Saturday by three hours.
Warm-ups scheduled for 8:30 AM will now start at 11:30. The
9:10 warm-ups will now be 12:10. The meet will start at 1:00
PM. We should be done by 6:00. This will give those
teams the option (weather permitting) to either drive in the Friday
night or travel on Saturday morning.
No change to Sunday's schedule. We will let you know if things
change."

New Hope Crystal Plymouth (NHCP) is
located in New Hope, Minnesota, a western suburb of Minneapolis. Our
swimmers come from surrounding communities, with most living in
Plymouth and Maple Grove. This swim club is a not-for-profit
(501-3C) organization, managed by a volunteer Board of Directors, in
collaboration with the Head Coach and Coaching Staff. We are a
USA Swim Team. Our membership ranges from approximately 150 swimmers
in the fall season to nearly 200 during the summer. In
addition to the Head Coach, NHCP has a Head Age Group Coach and four
to seven assistant coaches, depending on swimmer needs.
NHCP is looking for an enthusiastic and
energetic full-time, year-round Head Coach to lead our team.
Our Head Coach is responsible for establishing and moving forward
the vision and mission of the club. The Head Coach will have
primary coaching responsibilities for our Senior swimmers, but will
play an active role in program, coach, and swimmer development for
swimmers at all levels and ages. The Coach will also be
responsible for administrative details, including practice and pool
scheduling, meet schedules and entries, promotion in the community,
and participation in local LSC activities. At NHCP, we believe
that “Every Swimmer Counts;” it is important, therefore, that
our Head Coach be actively involved in the development of swimmers
at all levels of our program. The Head Coach will report directly to
the President of the Board of Directors.
The ideal candidate will be a college
graduate with a minimum of 3-5 years coaching experience with a
demonstrated ability to develop young athletes. ASCA Level 3
certification is required. The candidate must possess a strong work
ethic, positive attitude, and outstanding organizational skills. The
candidate must also demonstrate effective, respectful communication
skills. The candidate must be able to apply positive, consistent,
and effective motivation strategies when working with swimmers,
parents, and coaching staff. The candidate must also possess
computer proficiency in Hy-Tek, MS Word and MS Excel. Candidate
should be in good standing with USA Swimming and have all USA
Swimming required certifications. A complete Head Coach

of Delegates will meet at 12:30 p.m. CDT, Saturday, September 20,
2008 at the AmericInn,
1981 E King Avenue in Chamberlain, SD.
To insure a quick and accurate roll call and proper seating of
delegates, check in will begin at 12:00 noon and name tags will be
issued at the door.
SWIM CLUBS: Each club is entitled to one voting delegate.
Delegates must be Non-Athlete members of USA Swimming. Other

Coaches
& Team Representatives -
The warm-up schedule for this weekend's state meet is posted here.
Please note that Sat. and Sunday morning, we'll only have one group
of warm-ups so the first warm-up session will be at 7:45am.
Also, we will be having a Parade of Athletes between sessions on
Saturday. Teams will be asked to gather and line up in the grassy
area just west of the pool, outside the fence. We will have MAC
Parents there coordinating the swimmers. We ask that each team send
us in advance the number of swimmers on the team and qualified for
state, coaches' names, and graduating seniors. To run this as
smoothly as possible, we're asking that swimmers start gathering in
the area during the last race of the morning or during time trials,
if we have any.
Also, please note that the street immediately north of the pool
area, Hanson Ave., is under construction repair as it was in July.
The parking lot to the north of the pool is open and available for
parking. The is a wooden bridge enabling you to cross to the
pool/grassy area. We ask that if you do park your vehicle in the
park (limited spaces), that you do NOT park on the grass.

This
year at Mega Zones they will be recognizing an All Time Central
Zones Team. This recognition is based
on past performances within the Central Zone and more specifically
in relation to the Central Zones Championship
Meets. To automatically be recognized on this team a swimmer
must meet one of the criteria listed
below in red. The swimmers do
not have to be swimming in this years Central Zones Championship as they
may be older adults. If SD does not have at least two
automatic qualifiers (I think we have at least several) we
will then nominate up to two individuals to be recognized at the
Central Zone Meet.
Please
let me know ASAP if you know of any swimmers on your team or
another that you believe qualify for this recognition based on
criteria 1, 2 or 3 below. If you have any questions I
will try to answer them.
When
submitting a name I also need the club, coach and the specific
event, record, team they qualified for, date & year, etc.
1. Have set
two or more individual Central Zone records (in any age group).
These must be set at the Central
Zones Meets.
2. Have swum a
Central Zone Championship time that was ranked #1 nationally for
that season.
3. Have been a
Central Zone Championship meet participant who has gone on to
qualify for one or more of these USA Swimming teams: Junior
National Team, Senior National Team, USA Olympic Team.
4. If an LSC
has no automatic qualifiers based on #1-3, the LSC will nominate one
male and one female athlete to represent the LSC on the All-Time
Central Zone Team.
It is the
responsibility of each LSC to perform the required research before
identifying and nominating its automatic qualifiers.

SDSI,
Inc. has reservations at two hotels for the 2008 Central
MegaZones meet in Indianapolis. There are 30 rooms
at the Comfort
Inn reserved for the South Dakota Swim Team. There is also
a block at the Comfort
Suites designated for parents and families. The rate at
the Comfort Suites is $89.99 per night. Be
sure to ask for the South Dakota Zone Team price when booking the
rooms. Please distribute and post this information to your
swimmers and families. The above hotels are close to each
other, and are approximately 10-15 minutes from the pool.
The
room block at the Comfort Inn is only for the
coaches, swimmers, and chaperones. The rooms at the
Comfort Suites are designated for parents and families.
When we get closer to the meet , the zone committee will assign
rooms to the above individuals at the Comfort Inn.

following are the warm-up lane assignments for this weekend. Please
note that Hanson St. (St. just north of the pool) is under
construction/repair. The parking lot across the street
to the north of the pool is available with a wooden bridge crossing
the street. There will be limited parking in the park, but PLEASE
stay off the grass! Unfortunately, the street repair was out

Swim Team announces their Invitational Swim Meet July 11-13, 2008 at
the Huron
Municipal Pool. Meet information is posted here.
Please note that swimmers can swim 5
individual events per session and 1 relay per session for a maximum
of twelve individual events and 2 relay events for the entire meet.
It is a busy time in Huron on the
weekend of the Invite with a Little League Tournament, Go-cart
racing, and our swim meet, making hotel rooms scarce. Room
availability should open up on June 27 when many of the blocked
rooms will be released.
If you have trouble obtaining hotel
reservations please contact
the Huron Chamber of Commerce at 605-352-0000.
They have offered assistance in helping our swim team

South Dakota Swimming, Inc. House of Delegates will meet at 12:30pm
CDT, Saturday, April 26, 2008 at the Cedar Shore Resort in
Chamberlain, SD.
To
insure a quick and accurate roll call and proper seating of
delegates, check-in will begin at 12:00 noon and name tags will be
issued at the door.
Swim
Clubs: Each club is entitled to one voting delegate.
Delegates must be Non-Athlete members of USA Swimming. Other
club members are welcomed and encouraged to attend.

to invite you and your team to attend the 2008
Capitol City Qualifier to be held on February 9-10 at the City
of Pierre Aquatic Center.
Upon review of the list of events you
will find that all events are mixed. This setup is due to USA
Swimming's 4-hour completion time limit and the request from our
parents, who volunteer a considerable amount of their time, to not
have a split meet. Mixed events should provide motivation and
opportunities for time cuts. You should note that the meet is
also a sanctioned Masters meet.

There will be a team warm-up at 7:00pm which will last between 30-45

There are 2 sessions on Saturday. We will warm-up at 8:30am
for the first session and at 3:30pm for the second session.

difficult. Please check over the entries and make sure I have

Here is the list of the hotels that have blocks
for the Winter State Meet. When making a reservation, ask
for the South Dakota State Swim Meet block. Coaches make sure
to encourage any swimmer that is close to a state time to book
a room. Remember, you can always cancel a room. The
hotel blocks and rates will only be held 15 to 30 days before the
meet. We recommend that you make your reservations well in
advance of the meet. Feel free to contact me if you have
any questions on lodging, dining, or anything else about the meet.

Trials cut in the 200 Meter IM at the Speedo Junior National

is excited to host the Seasonal Club Championship Meet to be held
August 3-5th. This meet is open to all Seasonal
Swimmers...
“All
athletes must hold a 2007 Seasonal USA Swimming membership card
issued by South Dakota Swimming. Swimmers who are within the
120-day transfer rule must swim UNATTACHED.”
We
encourage all seasonal swimmers to attend. The meet template

Watertown Open Water Competition canceled
The Watertown Area Swim Club's Open
Water competition scheduled for Saturday, August 4th 2007 has been
canceled due to lack of participation.
WASC regrets any inconvenience to those who intended
to participate, and will work to ensure the competition is part of
the initial summer schedule next season.

Cost: $25 per
swimmer
Deadline for entry: July 26th
Awards will be given in the following categories:
10 & Under (1/2 mile)
11-12 (1 mile)
13 & Over (1-1/2 miles)
Any swimmer can choose to swim a shorter race length
without competing for an award. Please email WASC
with registration information (swimmer name(s), address, phone
number, age, distance of swim) or with questions.

The programs have gone to print
and we are excited to have everyone in Sioux Falls
for the Novice Meet this upcoming weekend. Warm-up assignments
are posted
as well as timing
assignments. The main site for all Novice Festival
information is located here.
One important note - in the spirit of the Championship Meets in
South Dakota, all teams are asked to help with timing. Snowfox will be
covering ½ of the lanes for timing so we ask all other teams to
provide for the other lanes. Please remind your teams of this
so we don’t have to wait for timers to show up.

Huron Invitational canceled
Please note that the Huron Invitational Meet has been cancelled
due to the flooding of the pool's pump-house and pump. Team
representatives have also been contacted individually by the meet

Officials Training
Anyone looking for officials training? A training clinic for
new officials is going to be held Saturday, June 2nd in Aberdeen.
It will be held during the training camp in Aberdeen.
The clinic will run from 10:00 am - 12:00 pm (same time as the
developmental camp) at Northern State University. The training
will be held in the Barnett Center Rm 50. Anyone interested
in taking the training or refreshing your training is welcome.
Please e-mail
or call to let me know if you will be attending. That way we
can make sure we have materials for everyone. Hope to see
you in Aberdeen this weekend.

year the All American Camps will feature for the first time an elite
camp and will continue the technique development camp offered since
2001.

Several coaches have questions about the
American Heart Association (AHA) AED certification. The South
Dakota LSC been accepting the AHA Heartsaver CPR card
for this certification; however, the AED card cannot be
accepted even if “Includes Adult CPR” is indicated on the
card.
Unfortunately, the AHA recently decided to eliminate the written
test for Heartsaver CPR,
so effective July 15, 2007, we
will no longer accept this certification either.
Please let your coaches know. (This is a two year
certification; you do not have to change SWIMS records on July 15th
– if you accepted the certification prior to July 15 2007, it will
be good until it expires two years from the date it was issued.)
The Safety Education Committee recently
reviewed the curriculum for AHA Heartsaver First Aid and determined
it did not meet minimum requirements.
A revised list of approved courses is posted here.
In response to numerous inquiries, we have also listed many of the
more popular certification courses that we know to be unacceptable
and highlighted them as such to help avoid confusion. In the
near future, the Safety Education Committee will be developing an
FAQ specifically for safety requirements that can be sent to coaches
along with the list of acceptable courses.

Coaches by now should have completed
the process of initiating background screening. All coaches
should either have a new card from the SD Registrar showing
successful completion of the process, or have printed evidence that
a screening has been initiated (these are good for 30 days from the
time you initiated the process). If for some reason you have
failed to initiate the process, please do so immediately. You
can initiate a background screening online at USA
Swimming.
Since the April 13th
deadline for SD coaches to initiated the process has passed, Meet
Directors and Meet Referees now have the authority to bar
unqualified coaches from the deck at a PVS-sanctioned meet, and may
do so. Please come with either a new card or evidence
you started the process to avoid a potentially embarrassing
situation for all involved.
